Las restricciones para importar vehículos y su incidencia en la recaudación tributaria del IVA e ICE, 2011-2015

Resumen
El presente estudio titulado “LAS RESTRICCIONES PARA IMPORTAR VEHÍCULOS Y SU INCIDENCIA EN LA RECAUDACIÓN TRIBUTARIA DEL IVA E ICE, 2011-2015”, analizó la afectación en la Recaudación Tributaria del IVA e ICE, originada por la implementación de las restricciones a las importaciones de vehículos, en el periodo 2011 – 2015. La metodología que se utilizó fue la cuantitativa, la misma que se vale de datos cuantificables a los cuales se accede por observación y medición. Se realizó un análisis, del periodo 2011 – 2015, de la Recaudación Tributaria del IVA e ICE total y del sector automotriz y su evolución; de la Balanza Comercial Petrolera, no Petrolera y Total; y de la importación de vehículos en unidades y en dólares. Así como un estudio de las resoluciones emitidas por el Ministerio de Comercio Exterior. La información fue tomada de las publicaciones del Servicio de Rentas Internas, Banco Central del Ecuador, Ministerio de Comercio Exterior y la Asociación de Empresas Automotrices del Ecuador. Una vez terminado el estudio, se determinó, que las restricciones a los vehículos, no afectaron a la recaudación tributaria total y fue la aplicación de las salvaguardias, las que provocaron la disminución del IVA en el año 2015. Mi conclusión fue, que las restricciones cuantitativas y las salvaguardias deben ser eliminadas, las primeras afectan seriamente al sector automotriz y las segundas disminuyen la competitividad de las empresas en el mercado internacional, debido que, hay productos de procesos productivos que se les aplican las sobretasas.
This study entitled "RESTRICTIONS TO IMPORT VEHICLES AND ITS INCIDENCE IN TAX RETURNS OF VAT AND ICE, 2011-2015", analyzed the effect on the Tax Collection of VAT and ICE, caused by the implementation of restrictions on imports of Vehicles, in the period 2011 - 2015. The methodology used was quantitative, which uses quantifiable data to which it is accessed by observation and measurement. An analysis was carried out, from the period 2011 - 2015, of the Tax Collection of VAT and total ICE and of the automotive sector and its evolution; Of the Petroleum, Non-Petroleum and Total Trade Balance; And the importation of vehicles into units and dollars. As well as a study of the resolutions issued by the Ministry of Foreign Trade. The information was taken from the publications of the Internal Revenue Service, Central Bank of Ecuador, Ministry of Foreign Trade and the Association of Automotive Companies of Ecuador. Once the study was completed, it was determined that the restrictions on vehicles did not affect the total tax collection and was the application of safeguards, which led to the decrease of VAT in 2015. My conclusion was that quantitative restrictions and safeguards must be eliminated, the former seriously affect the automotive sector and the latter reduce the competitiveness of companies in the international market, because there are products of production processes that are applied to the surcharges.
