Resumen
Este trabajo tiene como objetivo demostrar que la optimización del Sistema de Control de
Sustancias Catalogadas a través de un sistema en línea podrá efectivizar el proceso de control
y fiscalización de sustancias catalogadas, realizado por la entidad rectora, así como la optimizar
los tiempos y procesos de las empresas calificadas que los utilizan en sus procesos industriales.
Como resultado se puede observar que las empresas calificadas para el uso de sustancias
catalogadas están dispuestas a implementar dentro de su proceso la automatización del reporte
del uso de las sustancias y manejar sus procesos en línea, evitando así cometer errores que
puedan ser sancionados administrativa y penalmente de acuerdo a lo establecido en el Código
Orgánico Integral Penal.
La aplicación de la herramienta permitirá además que la entidad de control mantenga un
registro actualizado de la importación, exportación, producción, comercialización,
distribución, almacenamiento, transporte, reciclaje, reutilización y uso de las sustancias
catalogadas sujetas a fiscalización y evitar el desvío de las sustancias para la elaboración de
drogas ilícitas.
Esta herramienta proporcionará variables que permitirán abrir líneas de investigación y
mejorará procesos reduciendo tiempos y uso de recursos en la industria y el Estado.
This work aims to demonstrate that optimizing Control System of scheduled substances through an online system can effectuate the process control and monitoring of scheduled substances conducted by the governing body, as well as optimize times and processes qualified companies that use it in their industrial processes. As a result it can be seen that qualified for the use of scheduled substances companies are willing to implement within their process automation report substance use and manage their online processes, thus avoiding mistakes that could be punished administratively and criminally according to the provisions of the Code of Criminal Integral. The application of the tool also allow the control entity maintains an updated import, export, production, marketing, distribution, storage, transport, recycling, reuse and use of substances subject to control and prevent the diversion of substances for the manufacture of illicit drugs. This tool provides variables that allow open lines of research and improve processes reducing time and resource use in industry and the state.
