Resumen
El presente proyecto tiene como principal propósito afianzar los conocimientos de
los importadores de prendas de vestir. Se realizaron encuestas con el objetivo de
verificar cual era el nivel de conocimiento que tenían los importadores y
comerciantes informales dedicados a la comercialización de prendas de vestir,
esto permitió desarrollar un programa de capacitación continua en gestión
aduanera. En Ecuador se han realizado estudios donde indican que el
contrabando de productos textiles radica entre ciento cincuenta y doscientos
millones de dólares, así también el trafico ilegal de mercancías por zonas
fronterizas y a ello se suma la declaración de un valor menor a la factura
“subfacturación” usado como un mecanismo ilegal para evadir impuestos. Sin
embargo actualmente el gobierno ha implementado cambios el Servicio Nacional
de Aduanas del Ecuador que permite llevar un mejor control para este tipo de
mercado ilegal. Así el sentido final de la tesis, es lograr un plan de capacitación
continua, con el objetivo de satisfacer las dudas de los importadores y
comercializadores de prendas de vestir, proporcionando toda la información
necesaria para la correcta aplicación de la normativa de etiquetado establecida por
la OMC amparada en reglamento técnico NTE 1875 donde su contenido muestra
las características que debe tener una etiqueta para ser aprobada por la Institución
a cargo el Instituto Ecuatoriano de Normalización dicha institución es la encargada
de emitir el certificado de conformidad para la importación de estos productos, lo
que permitirá crear una cultura tributaria en los importadores y comerciantes de
prendas de vestir.
This project's main purpose is to strengthen the knowledge of garment importers. Surveys were conducted in order to see which was the level of knowledge they had informal importers and traders dedicated to the sale of clothing, this allowed to develop a program of ongoing training in customs management. According to a study by the textile Industry Association of Ecuador - AITE, textile smuggling is between 150 and 200 million dollars a year, regardless of which is smuggled across borders with Peru and Colombia, from whose income does not records exist. A frequently used method to commit this illegal act is the under-invoicing of imports and tariff classification of the false them. But now the government has implemented changes to the National Customs Service of Ecuador which allows better control lead to this kind of illegal market. So the final meaning of the thesis is to achieve a continuous training plan with the aim of satisfying the concerns of importers and marketers of clothing, providing all information necessary for the proper enforcement of labeling established by the WTO technical regulation NTE covered in 1875 where their contents shows the characteristics that should be labeled to be approved by the Institution by the Ecuadorian Standardization Institute is the institution responsible for issuing the certificate of conformity for the importation of these products, that will create a culture tax on importers and traders of garments.
