Resumen
Este trabajo propone resolver los altos índices de proyectos no ejecutados por retrasos en el tiempo de entrega de insumos y equipos de adquisición pública durante la ejecución de proyectos FCI, mediante la creación de un procedimiento de gestión de documentos basado en ISO 9001-2015, con el objetivo de optimizar el proceso y cumplir con la planificación establecida. Por estos motivos durante la recolección de datos de proyectos pasados y a través de herramientas como la cadena de valor, diagrama causa - efecto de Ishikawa, encuestas y el análisis al diagrama de proceso, se identificaron falencias entre los departamentos que intervienen en la compra. Con el estudio de campo realizado se identificaron problemas puntuales, con los que se recomienda realizar una capacitación para departamentos para poder optimizar el proceso mencionado, para la realización de futuros proyectos.

For these reasons, during the collection of data from past projects and through tools such as the value chain, Ishikawa cause - effect diagram, surveys and analysis to the process diagram, were identified gaps among the departments involved in the purchase. With the field study carried out, specific problems were identified, with which it is recommended to carry out training for departments to be able to optimize the process, for the realization of future projects.
