Resumen
Los manglares son ecosistemas biodiversos y autosuficientes propios
de las costas tropicales, su hábitat altamente productivo y sus
funciones ecológicas determinan su interconexión social y por
consiguiente su valor económico. Ecuador tiene 18 zonas de manglar
de importancia internacional y en su política pública reconoce la
fragilidad de estos ecosistemas, que continuamente son afectados por
actividades que alteran su equilibrio natural. Sin embargo, las medidas
restrictivas adoptadas por el Estado ecuatoriano subvaloran el
manglar, evidenciando una insuficiente aplicación de los métodos de
valoración económica para este recurso ambiental, razón por la que
desde un enfoque integral de la evaluación económica, este estudio
busca estructurar los criterios metodológicos para valorar el manglar, que aporte al desarrollo de la eficacia de las regulaciones de control y
manejo ecológico actual. Para el efecto se aborda desde el análisis
comparativo de dos estudios anteriores tomados como casos, la
aplicación de los métodos y los procesos de evaluación económica
desde el marco teórico de los componentes del valor de los servicios
ambientales, procurando proporcionar los elementos conceptuales y
operativos que coadyuven a determinar el valor económico real de los
manglares ecuatorianos.
Mangroves are biodiverse and self-sustaining ecosystems specific to the tropical coasts. Their highly productive habitat and their ecological functions determine their social networking and therefore their economic value. Ecuador has 18 mangrove areas of international importance and in its public policy it recognizes the fragility of these ecosystems, which are continuously affected by activities that alter its natural balance. However, the restrictive measures taken by Ecuador undervalue the mangroves, showing an insufficient application of the economic valuation methods for this environmental resource, this is why from a comprehensive approach to the economic evaluation, this study seeks to structure the methodological criteria of valuation of mangroves, which contributes to the development of the effectiveness of the control regulations and the current ecological management regulations. For this purpose, it is approached from the comparative analysis of two previous studies taken as cases, the application of the methods and the processes of economic evaluation from the theoretical framework of the components of the value of the environmental services, seeking to provide the conceptual and operational elements that help to determine the real economic value of the Ecuadorian mangroves.
