Subsidio a los combustibles en el transporte terrestre y su incidencia en el gasto de subsidios y en el bienestar social, período 2012-2016

Resumen
En la presente investigación se analizó el subsidio a los combustibles en el transporte terrestre y su incidencia en el gasto en subsidios del Presupuesto General del Estado (PGE) y en el bienestar social en Ecuador, a lo largo del periodo 2012-2016. La investigación se desarrolló en base a un diseño descriptivo con un enfoque cuantitativo, sobre la base de datos publicados por instituciones públicas y privadas. De los resultados, se puede concluir que el subsidio al consumo de los combustibles ejerce una mayor presión en el gasto total de subsidios del PGE. Durante el periodo 2012-2016, este gasto ha mantenido una participación promedio del 48,4% del gasto total en subsidios del PGE, el 8,3% del total del PGE y el 2,8% del Producto Interno Bruto (PIB). Además, es un mecanismo de redistribución ineficiente que genera un mayor bienestar para los hogares de mayores ingresos con un alto costo de oportunidad fiscal, social y ambiental. La caída de los precios del petróleo desde el 2014 provocó que el gasto en subsidio para la importación de naftas y diésel en el PGE descendieran considerablemente y a su vez una disminución significativa de los ingresos petroleros presionó al gobierno a eliminar el subsidio a las gasolinas, diésel y fuel oil n° 6 para las grandes industrias en el 2015.
In the present investigation the subsidy to the fuels in the terrestrial transport was analyzed and its incidence in the expenditure in subsidies of the General Budget of the State (PGE) and in the social welfare in Ecuador, throughout the period 2012-2016. The research was developed based on a descriptive design with a quantitative approach, based on data published by public and private institutions. From the results, it can be concluded that the subsidy to the consumption of fuels exerts a greater pressure on the total spending of subsidies of the PGE. During the period 2012-2016, this expenditure has maintained an average participation of 48.4% of the total spending on subsidies of the PGE, 8.3% of the total of the PGE and 2.8% of the Gross Domestic Product (GDP). In addition, it is an inefficient redistribution mechanism that generates greater welfare for higher income households with a high cost of fiscal, social and environmental opportunity. The fall in oil prices since 2014 caused the spending on subsidies for the importation of naphthas and diesel in the PGE to fall considerably and in turn a significant decrease in oil revenues pressured the government to eliminate the subsidy for gasoline, diesel and fuel oil No. 6 for large industries in 2015
