Resumen
El sistema progresivo es el instrumento que utiliza el Estado frente al delincuente, su objetivo primordial es el de ejecutar el castigo con una pena a aquellas personas que hayan infringido la Ley y reinsertarle a la sociedad, por cuanto, en el Centro de Rehabilitación Social es donde cumple la pena impuesta por los administradores de justicia competentes. El Código Orgánica Integral Penal, vigente desde el 10 de agosto del 2014, el mismo que contempla la Garantía Penitenciaria por Régimen Semiabierto cuyo fin es del obtener un beneficio a fin de dar acatamiento con cada uno de los requisitos exigidos hasta el cumplimento de la pena. pero lamentablemente se vulnera día con día los derechos de las personas privadas de libertad, sea por parte del Ministerio de Justicia, Derechos Humanos y Cultos, así como de los Administradores de Justicia, lo cual demostraré minuciosamente por medio de esta investigación.
