Aplicación del RTE INEN 060 para los productos importados y sus repercusiones en el comercio exterior Ecuatoriano

Resumen
Si bien es cierto que para finales del año 2013 mediante resolución 116 del COMEX el gobierno ecuatoriano implemento una medida no arancelaria, que consistía en la presentación del Certificado de Reconocimiento INEN-1 para 293 subpartidas previo a la nacionalización de mercancías importadas, dicha disposición en la actualidad ha sido causante de problemas con respecto a los tiempos en la nacionalización y aumento de costos no previstos en la liquidación debido a que ciertos productos importados no cumplen con la normativa ecuatoriana, por tal motivo hemos seleccionado el RTE INEN 060 aplicado a bienes denominados bocaditos para brindar paso a paso las directrices adecuadas en la obtención del certificado de reconocimiento INEN-1 desde los documentos que deben presentar los proveedores y fabricantes hasta la aprobación del documento de control previo. Para el presente estudio se realizara una investigación |descriptiva a nivel nacional permitiendo conocer las deficiencias que presentan en la actualidad las personas inmersas en el área de comercio exterior, es decir importadores, estudiantes y funcionarios públicos con respecto a la aplicación del RTE INEN 060. Como conclusión del presente estudio podemos indicar que mediante instructivos, manuales y un plan estratégico de comunicación podemos mitigar el desconocimiento de las personas inmersas en el comercio exterior, propiciando de esta manera la reducción de errores presentados en el Servicio Ecuatoriano de Normalización como entidad competente en la revisión de los documentos emitidos por el fabricante del producto y reducir el tiempo de nacionalización en SENAE evitando que los productos importados incumplan con el RTE INEN 022 y el RTE INEN 060.
Although it is true that by the end of 2013 through resolution 116 of the COMEX the Ecuadorian government implemented a non-tariff measure, which consisted of the presentation of the INEN-1 Certificate for 293 subheadings prior to the nationalization of imported goods, said provision currently has caused problems with respect to the times in the nationalization and increase of costs not foreseen in the liquidation due to the fact that certain imported products do not comply with the Ecuadorian regulations, for this reason we have selected the RTE INEN 060 applied to goods called snacks for provide step by step the appropriate guidelines in obtaining the INEN certificate from the documents that must be submitted by suppliers and manufacturers until the approval of the prior control document. For the present study, a descriptive investigation will be carried out, making it possible to know the deficiencies that currently exist in the area of foreign trade, that is, importers, students and public officials with respect to the application of the RTE INEN 060. As a conclusion of the present study we can indicate that by means of instructions, manuals and a strategic plan of communication we can mitigate the ignorance of the people immersed in the foreign trade, propitiating in this way the reduction of errors presented in the Ecuadorian Normalization Service as competent entity in the revision of the documents issued by the manufacturer of the product and reduce the time of nationalization in SENAE avoiding imported products fail to comply with the RTE INEN 022 y RTE INEN 060.
