Resumen
Emergencias y desastres pueden ocurrir en cualquier parte del mundo,
afectando a la salud humana, la vida de las personas y la infraestructura
construida para dar soporte. A menudo dan como consecuencia impactos
significativos en la salud de las personas, incluyendo la pérdida de
muchas vidas. Cada nueva amenaza revela los desafíos para la gestión
de riesgos para la salud y los efectos de las emergencias y desastres.
Este es un sistema desarrollado para el Hospital Eugenio Espejo es
dinámico, multisectorial y se refiere al análisis y gestión de riesgos para la
salud, que plantean las situaciones de emergencia y desastres, a través
de una combinación de (i) los peligros y la reducción de la vulnerabilidad a
la prevención y mitigación de riesgos, (ii) preparación, (ii) la respuesta y
(iv) las medidas de recuperación. El enfoque tradicional del sector salud
se basa en la respuesta a emergencias. El desafío con este sistema es
ampliar el enfoque de gestión del riesgo de desastres para la salud en el
Hospital Eugenio Espejo, de la de la respuesta y la recuperación de un
enfoque más proactivo, que hace énfasis en la prevención y mitigación,
así como el desarrollo de capacidades de respuesta y recuperación
oportuna del Hospital Eugenio Espejo. Se basa en la atención de salud
con enfoque en el paciente y reduce la vulnerabilidad, protege las
instalaciones y servicios de salud, y amplia la respuesta para satisfacer
las necesidades de salud en caso de desastres.
Emergencies and disasters can occur anywhere in the world, affecting human health, people’s lives and the infrastructure built to support them. Often result in significant impacts on people’s health, including the loss of many lives. Every new threat reveals the challenges for managing health risks and effects of emergencies and disasters. Deaths, injuries, diseases, disabilities, psychosocial problems and other health impacts can be avoided or reduced by disaster risk management system. This is a system developed for the Hospital Eugenio Espejo, dynamic, multisectoral and refers to systematic analysis and management of health risks, posed by emergencies and disasters, through a combination of (i) hazard and vulnerability reduction to prevent and mitigate risks, (ii) preparedness, (ii) response and (iv) recovery measures. The traditional focus of the health sector has been on the response to emergencies. The on-going challenge is to broaden the focus of disaster risk management for health in the Hospital Eugenio Espejo, called 4R, from that of response and recovery to a more proactive approach, which emphasises prevention and mitigation, and the development of Hospital Eugenio Espejo capacities to provide timely and effective response and recovery. This resilient health systems based on primary health care at community level can reduce underlying vulnerability, protect health facilities and services, and scale-up the response to meet the wide-ranging health needs in disasters.
