Resumen
El objetivo principal de este trabajo es Medir El impacto de la política de preventa
petrolera en Ecuador Periodo 2000-2017. Lo cual permitirá realizar un análisis de los estragos o
beneficios causados por esta política en la cual participaron varios actores políticos. En una
decisión que pondremos en claro si se realizó bajo un estudio de mercado y análisis económicos
o simplemente como una medida desesperada para obtener financiamiento en el corto plazo sin
muchas dificultades. El detalle de la investigación, el análisis y las conclusiones serán emitidos
con una visión objetiva y con la misión de que se puedan implementar de la mejor manera para la
obtención de buenos resultados en pro del Estado ecuatoriano. La investigación cuenta con 4
capítulos, recomendaciones y conclusiones. Capítulo I. Consta del planteamiento del problema
que se tratara a lo largo de la investigación seguido del capítulo II con Los antecedente, el
capítulo III la metodología de la investigación, capítulo IV, La formulación de la propuesta en la
que se plantearan los diversos escenarios que atraviesa Ecuador, entregando las recomendaciones
del caso y el cumplimiento de los objetivos de la investigación
The main objective of this work is to measure the impact of the oil pre-sale policy in Ecuador Period 2000-2017. This will allow an analysis of the ravages or benefits caused by this policy in which several political actors participated. In a decision that we will make clear if it was carried out under a market study and economic analysis or simply as a desperate measure to obtain financing in the short term without many difficulties. The detail of the investigation, the analysis and the conclusions will be issued with an objective vision and with the mission that they can be implemented in the best way to obtain good results in favor of the Ecuadorian State. The investigation has 4 chapters, recommendations and conclusions. Chapter I. It consists of the approach of the problem that was treated throughout the investigation followed of the chapter II with the antecedent, the chapter III the methodology of the investigation, chapter IV, the formulation of the proposal in which the diverse scenarios would be raised that crosses Ecuador, delivering the recommendations of the case and the fulfillment of the objectives of the investigation
