Resumen
Este trabajo de investigación tiene como objetivo principal analizar la evolución de la inversión pública y su incidencia sobre el acceso a la educación superior en el Ecuador, considerando el periodo de estudio 2013-2017. La metodología utilizada responde al enfoque cuantitativo, con alcances de tipo descriptivo y explicativo; pues mediante la revisión de variables estadísticas se presenta una síntesis respecto del comportamiento que ha mantenido el rubro de inversión realizado por el Estado ecuatoriano en los últimos años, a su vez se desprenderán las cualidades del sistema nacional de educación, infiriendo particularmente sobre el subnivel terciario que abarca el campo universitario. La inversión pública se configura como un instrumento que busca incidir sobre aspectos puntuales de los sectores sociales, garantizando la mayor cobertura de la provisión de bienes y servicios gubernamentales que reciben los agentes económicos. Con lo cual se pudo determinar la relación que ha existido entre estos dos indicadores en el plano delimitado, observando la mejora social para la sociedad ecuatoriana que conlleva garantizar la inserción eficiente de la población en un centro de estudio superior.
The main objective of this research is to analyze the evolution of public investment and its impact on access to higher education in Ecuador, considering the 2013-2017 study period. The methodology used responds to the quantitative approach, with descriptive and explanatory scopes; because through the review of statistical variables, a synthesis is presented regarding the behavior that the investment item made by the Ecuadorian State has maintained in recent years, in turn the qualities of the national education system will be inferred, inferring particularly on the tertiary sub-level that covers the university field. Public investment is configured as an instrument that seeks to influence specific aspects of the social sectors, guaranteeing the greatest coverage of the provision of government goods and services received by economic agents. With which it was possible to determine the relationship that has existed between these two indicators in the delimited plane, observing the social improvement for the Ecuadorian society that entails guaranteeing the efficient insertion of the population in a higher education center.
