La presente investigación realizará un análisis del pluralismo dese los niveles de la calidad de la participación ciudadana por Marc Parés frente al proceso de construcción del presupuesto participativo, basándonos en la teoría de la acción comunicativa de Habermas y la teoría de la distribución social del poder de Montesquieu, permitiendo entender estas dinámicas dentro del desarrollo de este proceso que ya tiene 30 años de practicado en América Latina, siendo Brasil su mayor referente, esta investigación es cuanti-cualitativa y enfocará su estudio en los años 2012 al 2018, periodos de tiempo en el cual se lleva realizando esa práctica democrática de Gobierno en el cantón Guayaquil.
