Inconsistencia entre decisiones de política comercial y política tributaria en el Ecuador durante el período 2007-2017

Resumen
La Constitución de la República del Ecuador coloca a las finanzas públicas como aquella
herramienta que procura la estabilidad económica del país. Uno de sus componentes es la
política fiscal que a partir de un conjunto de planes y medidas harían efectiva la acción del
Estado. La presente investigación tiene como objetivo realizar un análisis económico en
materia fiscal, comercial y tributaria en el Ecuador durante el periodo 2007-2017; por lo
que, se busca comprobar si ha existido o no inconsistencia al momento de plantear las
medidas y tomar las decisiones económicas del país. La metodología utilizada consistió en
recolectar, procesar y analizar datos obtenidos de fuentes como el Banco Central, obteniendo
como resultado que el Estado, mediante reformas tributarias al querer sostener su gasto,
estaría desincentivando al sector real de la economía, provocando un crecimiento económico
negativo y causando efectos de expulsión de la inversión.
The Constitution of the Republic of Ecuador places public finances as that tool that seeks the economic stability of the country. One of its components is fiscal policy that, based on a set of plans and measures, would make the State's action effective. The purpose of this research is to carry out an economic analysis in fiscal, commercial and tax matters in Ecuador during the 2007-2017 period; Therefore, it is sought to verify whether or not there has been inconsistency at the time of raising the measures and making economic decisions in the country.
