The deficient amount of green areas in the urban area of the Canton El Empalme in Ecuador, induces the dissatisfaction of the inhabitants for not having green spaces that improve their quality of oxygen, cause ecological imbalances, loss of ecosystems and obtain an image of the urban landscape with a gray stain that does not represent the landscape of Cantón El Empalme. According to the statistical data of the census of the urban green index carried out by Municipal GAD of Cantón El Empalme, there are 5,46 m2 of green areas per inhabitants in the urban parish Velasco Ibarra, which is the Cantonal Head where the largest amount of the total population of the canton, thus being a deficit of the urban green area compared to the minimum recommended by the World Health Organization, this being 9 m2 of green areas per inhabitants and the optimum of 10 to 15 m2 per inhabitants. The objective of this article is to generate a strategic plan that increases the urban green index to propose sustainable solutions in the design of compact cities, taking as a case study the urban Parish Velasco Ibarra of Cantón El Empalme. Based on a study of concepts and theories of green spaces with recreation areas according to the activities required by the population, implementing the Analytical Hierarchy Process (AHP) method which is used to prioritize proposals for a solution to the problem of design of the use of green areas in the canton of El Empalme. The pairwise comparison matrix and the application of the vector method itself allowed obtaining a quantitative evaluation of the proposed alternatives. As a result, propose a Recreation Center with recreation areas to improve the quality of life of the inhabitants and increase the urban green index.
