Resumen
Mediante la implementación de un Plan anual de capacitación basado en las
necesidades de capacitación de cada uno de los Servidores Públicos de la Oficina Central
de CNEL EP se podrán fortalecer y actualizar los conocimientos. Para este estudio se
procederá a realizar una investigación cualitativa a través de encuestas que permitirán
conocer la apreciación que tienen los servidores públicos respecto a la ejecución del plan
de capacitación, se investigará sobre cómo se establece y ejecuta el proceso de
capacitación, los insumos que se consideran para la determinación de los temas de
capacitación para cada servidor público. El presente trabajo permite establecer la
metodología apropiada para realizar el diagnóstico de necesidades de capacitación a los
servidores públicos, conocer cuáles son los puntos sobre los que hay que trabajar o
reforzar a través: Planes de mejoramiento y reforzamiento del conocimiento, Programas
de formación en diferentes ramas, Programas de entrenamiento, Convenios de
capacitación con otras instituciones públicas, considerando la situación de austeridad y
crisis sanitaria por la que atraviesa el país.
By applying an annual training plan based on the training requirements of each of the Public Servants of the Central Office of CNEL EP, knowledge can be reinforced and modernized. For this study, a qualitative examination will be carried out through surveys that will allow knowing the appreciation that public servants have regarding the execution of the training plan, it will be investigated on how the training process is established and performed, the inputs that are considered for the determination of training topics for each public servant. The present work allows to establish the appropriate methodology to carry out the diagnosis of training requirements for public servants, to know what are the points on which to work or reinforce through: Plans for improvement and solidification of knowledge, Training programs in different areas, training programs, training agreements with other public institutions, considering the austerity and health crisis that the country is going through.
