Sistemas hídricos como insumos técnicos en la actualización de planes de ordenamiento territorial

Resumen
La actualización de los planos de clasificación y calificación
del suelo y de los polígonos de zonas de edificación del
territorio urbano y de expansión, se vuelve impostergable
para las entidades de planificación, en atención al acelerado
crecimiento de las ciudades. La planificación realizada hace
15 años o más, fue prevista sin contar con las herramientas
adecuadas que permitan identificar claramente los suelos
urbanizables de los no urbanizables. En la actualidad las áreas
de desarrollo planificado y de ocupación informal, ubicadas en
la periferia, se han visto sujetas a la falta de estudios definitivos
en cuanto a áreas inundables, presencia de áreas protegidas
y a la conectividad entre tales áreas. Entre los resultados del
presente estudio constan, la elaboración de cartografía
temática digital; y, normativas para la regulación de franjas de
protección de ríos y esteros. El estudio cumplió con todos los objetivos propuestos, partiendo de la indispensable delimitación
previa de sub-cuencas y micro- cuencas hidrográficas.
The update of the classification plans and qualification of the land and of the polygons of urban areas of construction and expansion becomes imperative for the planning entities, in response to the accelerated growth of the cities. The planning, carried out 15 or more years ago, was planned without having the adequate tools to clearly identify the development of nonurban. At present time, the areas of planned development and informal occupation, located in the periphery, have been subject to the lack of definitive studies regarding floodplains, the presence of protected areas and the connectivity between such areas. Among the results of this study are the development of digital thematic cartography; and, normative for the regulation of protection bands of rivers and estuaries. The study fulfilled all the proposed objectives, starting from the indispensable previous delimitation of sub-basins and micro-watersheds.
