Resumen
El presente trabajo de investigación tiene el objetivo de caracterizar los procesos
involucrados en la planificación de la seguridad ciudadana desarrollado por la Policía Nacional
en la zona 8. Asimismo, la investigación busca determinar los métodos, recursos y técnicas
relacionadas al proceso de planificación de la seguridad en la zona y caracterizar el uso del
sistema de información David de la Policía Nacional en la zona 8 para comprender el diseño de
la planificación de la seguridad ciudadana. Para esto, se ha optado por la utilización del método
fenomenológico y el método estadístico; y se han utilizado la revisión bibliográfica y del
Sistema David y la entrevista como técnicas para recoger la información. Este estudio llegó a
la conclusión de que la planificación de la seguridad en la zona 8 por parte de la Policía Nacional
busca desarrollar el plan guiado en base al diagnóstico del territorio en el que cada UPC se
encuentre, al entender que hay territorios que tienen que ser más vigilados que otros. Sin
embargo, al mismo tiempo se halla que, a pesar de esta planificación y organización, el delito
aún sigue muy presente en la zona 8 y no pareciera que esto vaya a disminuir, sino que
incrementará. The present research work has the objective of characterizing the processes involved
in the planning of citizen security developed by the National Police in zone 8. Likewise, the
investigation seeks to determine the methods, resources and techniques related to the
security planning process. in the area and characterize the use of the David information system
of the National Police in zone 8 to understand the design of citizen security planning. For this,
the use of the phenomenological method and the statistical method have been chosen; and
the bibliographic review and the David System and the interview have been used as techniques
to collect the information. This study concluded that the security planning in zone 8 by the
National Police seeks to develop the guided plan based on the diagnosis of the territory in
which each UPC is located, understanding that there are territories that have to be more
vigilant than others. However, at the same time it is found that, despite this planning and
organization, crime is still very present in zone 8 and it does not seem that this is going to
decrease, but rather that it will increase.
