Resumen
El presente estudio tiene como objetivo evaluar la Gestión Técnica en las Unidades de Educación Superior; y encontrar los lineamientos necesarios para diseñar una propuesta para la implementación de un Sistema de Seguridad y Salud ocupacional dirigido a unidades de educación superior, alineada a la Gestión Técnica del modelo Ecuador descrito en C.D. 333 del IESS. La metodología aplicada será cualitativa para la toma de decisiones y cuantitativa a través de modelos matemáticos para confirmar teorías o hipótesis mediante resultados numéricos. La misma que esta soportada en la investigación de campo a través de la observación y la entrevista a expertos; y la investigación científica donde será necesario acudir a otros autores para analizar y profundizar sobre el objeto de estudio y así dar el rigor científico que requiere la presente investigación. Las diferentes áreas de trabajo se analizaran utilizando la matriz de evaluación INSHT para la identificación de los diferentes factores de riesgos; los riesgos de origen mecánicos serán analizados mediante la metodología de Williams Fine. Luego de esta evaluación preliminar los riesgos que superen el nivel de acción se realizara el respectivo control de riesgos por cada área de trabajo; y las recomendaciones necesarias para implementar la Gestión Técnica del modelo Ecuador vigente.
The present study has as its objective the evaluation of the Technical Management in Higher Education establishments to determine guidelines and design a proposal for the implementation of a system of occupational security and health directed at higher level educational institutes, aligned with the technical management of the Ecuadorian model set forth in C.D. 333 of the IESS. The methodology applied will be qualitative for decision making and quantitative by means of mathematical models used to confirm theories and hypothesis through numerical results obtained. These results will be supported by field investigation through observation and interviews of experts; and for the scientific investigation it will be necessary to turn to other authors to analyze and deepen knowledge of the object of study and in that way provide the scientific rigor that the present investigation requires. The different work areas will be analyzed utilizing the INSHT (These are the initials for the name in Spanish of the National Institute of Occupational Security and Health) evaluation matrix to identify the different risk factors; the mechanical risks will be analyzed through the methodology of William Fine.
