Evaluación de la emisión de notas promisorias en el año 2014 por parte del G.A.D.I. Municipalidad del cantón Daule como fuente de financiamiento

Resumen
El presente trabajo de investigación muestra una evaluación y análisis de la emisión de notas promisorias realizada por el Gobierno Autónomo Descentralizado de la Ilustre Municipalidad del Cantón Daule en el año 2004 como fuente de financiamiento para la ejecución de la obra de Alcantarillado Sanitario y Pluvial en su cabecera cantonal. Las notas promisorias son una alternativa de financiamiento que pueden ser empleadas por los Gobiernos Autónomos Municipales, no obstante existe limitada información disponible sobre ellas, por lo cual mediante la evaluación de un proceso de emisión, identificando los factores que conllevaron a considerar este instrumento de financiamiento, los requisitos y regulaciones a las cuales se debía ajustar la emisión de estas obligaciones y del estudio de aspectos sociales, económicos y financieros presentados hasta la culminación del flujo de pagos, se presenta como una herramienta de análisis que complemente a la evaluación financiera y social que deban realizarse previo a posibles emisiones por parte del GAD Municipal de Daule o cualquier otro municipio en busca de financiamiento acorde a sus capacidades financieras para la ejecución de obras públicas en cumplimento de sus competencias exclusivas establecidas dentro del marco jurídico que rige a los gobiernos autónomos municipales en concordancia con el logro del buen vivir de quienes habitan dentro de su jurisdicción territorial.
This research presents an assessment and analysis of the issue of promissory notes by the Autonomous Government of the Municipality Decentralized Canton Daule in 2004 as a source of funding for the implementation of the work Sanitary Sewer and Storm in his cantonal head. The promissory notes are a financing alternative that can be employed by the Municipal Self-Government, however there is limited information available about them, so by evaluating a process issue, identifying the factors that led to consider this financing instrument The requirements and regulations to which they should adjust the issue of these bonds and the study of social, economic and financial issues presented to the culmination of the flow of payments is presented as an analysis tool that complements financial and social assessment to be made prior to potential emissions by the Municipal Daule GAD or any other city in search of financing according to their financial capacities for the execution of public works in compliance with its exclusive jurisdiction established within the legal framework governing the autonomous governments municipal consistent with the achievement of good living of those who live within its territorial jurisdiction.
