Resumen
El propósito de esta investigación es analizar si las políticas económicas proteccionistas son positivas para el fortalecimiento de la economía ecuatoriana. Para ello, se presentan 3 capítulos: El primero se encarga de analizar las posturas frente al comercio internacional, el proteccionismo y el libre comercio, adicionalmente se reúnen las herramientas que existen en la toma de medidas proteccionistas, y el uso de salvaguardias como su importancia en caso de shocks externos. En el segundo se revisan los antecedentes de la región frente al comercio internacional, el modelo ISI con sus medidas proteccionistas y el modelo neoliberal con sus medidas de libre comercio. Se estudian los casos de Argentina, Brasil y Colombia en estos periodos. De la misma forma se estudian los aciertos y errores en la toma de medidas proteccionistas. En el Capítulo 3 encontramos la parte más importante de esta monografía, donde analizamos el caso ecuatoriano, su periodo proteccionista, su modelo neoliberal y su modelo actual. Adicionalmente se analiza la Constitución y el Código de Producción. Finalmente, se presentan las conclusiones del trabajo y las recomendaciones del autor.
The purpose of this research is to analyze whether protectionist economic policies are positive for the strengthening of the Ecuadorian economy. To this end, 3 chapters: The first is responsible for analyzing the positions from international trade, protectionism and free trade, additionally the tools that exist in taking protectionist measures meet, and the use of safeguards and its importance in case of external shocks. In the second the history of the region from international trade, the ISI model with protectionist measures and the neoliberal model with its free-trade measures are reviewed. the cases of Argentina, Brazil and Colombia are studying in these periods. Likewise the successes and mistakes in taking protectionist measures are studied. In Chapter 3 we find the most important part of this monograph, where we analyze the case of Ecuador, its protectionist period, the neoliberal model and its current model.
