Resumen
Esta investigación tiene como objetivo general “Diseñar y desarrollar una metodología para el análisis y descripción de cargos basada en el modelo de gestión por competencias para el personal operativo de una empresa de medicina prepagada de Guayaquil”, sus objetivos específicos: i) Realizar una caracterización de las empresas de servicios en la rama de medicina prepagada en la ciudad de Guayaquil; ii) Definir las competencias por cada una de las áreas operativas; iii) Recolectar información inherente a cada una de las áreas operativas y sus cargos en las empresas de medicina
prepagada; y iv) Diseñar instrumentos y el proceso para el análisis y descripción de cargos del área operativa de las empresas de medicina prepagada de la ciudad de Guayaquil, lugar de la investigación. El periodo de realización fue desde octubre del 2012 hasta enero del 2013, el trabajo
de campo se efectúo en la semana del 7 al 11 de enero del 2013. La población sujeto de la investigación fueron empresas de medicina prepagada de la ciudad de Guayaquil, se realizó una encuesta de diez preguntas entre abiertas y cerradas dirigida a gerentes departamentales de una muestra equivalente al 100% de la población. Se afirmó la hipótesis planteada, se recomendó un mayor énfasis de la Academia en el tema de gestión del talento humano por competencias, así como un plan de entrenamiento para desarrollo de competencias con mayor cobertura de horas y que alcance al 100% del personal. Finalmente se elaboró la metodología de diseño, descripción y análisis de cargos, que incluye actividades e instrumentos a aplicar.
This research aims general "Design and develop a methodology for analyzing and job descriptions based on competency management model for operational staff of a prepaid health companies from Guayaquil" its specific objectives are: i) Perform a characterization of service companies in the health prepaid in the city of Guayaquil, ii) Define competencies for each of the operating areas, iii) Collect information inherent in each of the operating areas and their positions in health prepaid companies from Guayaquil, and iv) Design forms and process for analysis and job descriptions of the operational area of prepaid health companies from Guayaquil. The implementation period was from October 2012 to January 2013, field work was conducted in the week of 7 to 11 January 2013. The subject of the research population was prepaid health companies from Guayaquil city, a survey of ten questions taking to departmental managers of a sample of 100% of the population. It confirmed the proposed hypothesis, recommended greater emphasis of the Academy on the subject of talent management by competency and training plan for skills development with greater coverage hours to reach 100% of staff. Finally developed design methodology, description and analysis of charges, including activities and instruments to implement.
