Resumen
En ésta tesis, uno de los objetivos es analizar los desempeños del personal de Talento Humano en la Administración Central de la Universidad de Guayaquil, identificando los factores que inciden en éste, lo que conlleva a diseñar un Plan de mejoramiento para el Desempeño de ésta área en la Administración Central de la Universidad de Guayaquil. De lo anteriormente expuesto, se reflexiona sobre los sistemas de evaluación y evaluaciones para los puestos vacantes, para lograr que sean de acuerdo al perfil de cada uno de ellos. Adicionalmente, de los programas de capacitación existentes y de los que se puedan programar para que el personal del área esté preparado para ejercer las funciones con calidad de servicio, para mejorar el rendimiento de cada uno de del personal de Talento Humano. Cabe indicar, que para un buen desempeño de las funciones, los empleados o funcionarios deben contar los equipos necesarios y adecuados para ejecutar las actividades. Es importante conocer si existe un estudio sobre el nivel de escalafón de puestos y el tiempo de revisión de los mismos para que los empleados estén motivados, incentivados, con un buen ambiente laboral y con satisfacción en el trabajo que desempeñan con eficacia y en el caso de los funcionarios que tienen a cargo el departamento con liderazgo y responsabilidad. Todo ello, indica que como variable independiente y dependiente respectivamente, se debe analizar el desempeño de los funcionarios del área de Departamento de Talento Humano. En el párrafo anterior indicado, es necesario elaborar un Plan para el mejoramiento del desempeño que se aplique a los servidores públicos que laboran en el Departamento de Talento Humano en la Administración Central de la Universidad de Guayaquil en el año 2012.
In this thesis, one of the objectives is to analyze the performance of the staff of Human talent in the Central Administration of the University of Guayaquil, identifying the factors that influence it, which leads to design a plan for improving the performance of this area in the Central Administration of the University of Guayaquil. From the exposed above, we reflect in the assessment and evaluation systems for vacancies, in order to make them be according the profile of each of them. Additionally, in the existing training programs and the ones that can be programmed, to make area staff be prepared to perform their duties with quality of service, to improve the performance of each of the Human talent staff. It should be noted, for obtain a good performance of the duties, employees or officials must have the necessary equipment and appropriate to run the activities. It is important to know if there is a study of the incremental time positions and reviewing so employees are motivated, encouraged, with a good working environment and job satisfaction played effectively in the case officials who are in charge of the department leadership and responsibility. All this indicates that as independent and dependent variable respectively, it should review the performance of officials in the area of Human Talent Department. Indicated in the previous paragraph, it is necessary to develop a plan for improving performance that applies to public servants working in the Human talent Department in the Central Administration of the University of Guayaquil in the year, 2012.
