Resumen
Se planteó como objetivo de la investigación desarrollar un plan de mejoramiento de la
Gestión Administrativa y Operativa de la Seguridad & Salud Ocupacional, para fortalecer la
prevención de riesgos laborales en la empresa Constructosa. S. A., durante el año 2017. Para el efecto, se aplicó la metodología descriptiva, deductiva, cuantitativa, bibliográfica y de
campo, bajo la aplicación de la observación directa y el instrumento del check list, cuyos
resultados evidenciaron que la Gestión Administrativa y Operativa de S&SO tuvieron
asociación con la prevención de riesgos laborales en el sector de construcción, destacándose
la limitada señalización en las áreas de trabajo, inobservancia en el uso de los EPP
(respiradores, gafas protectoras, arnés y cascos), además de falta de documentación inherente al sistema de S&SO, falta de manuales de procedimientos, de hojas de seguridad, tampoco tiene reglamento interno, por lo que no se encuentra documentada la política ni objetivos de SSO, considerando que la empresa no ha aplicado ningún método para medir los riesgos laborales en los diferentes puestos de trabajo, ni se ha proporcionado la capacitación al personal en S&SO. Se elaboró el plan de mejoras para el fortalecimiento de la Gestión Administrativa y Operativa de la Seguridad & Salud Ocupacional, para minimizar la exposición y acción de los riesgos laborales y promover la prevención de las acciones subestándares, incluyendo técnicas como las inspecciones de seguridad e investigación de
accidentes. Se validó la propuesta obteniéndose que es factible, porque obtuvo 56,70% de
TIR y el coeficiente beneficio / costo es igual a 2,20. Se comprobó la hipótesis de que el
desarrollo de un plan de mejoramiento de la Gestión Administrativa y Operativa de la
Seguridad & Salud Ocupacional, para fortalecer la prevención de riesgos laborales en
Constructosa S. A.
The objective of the research was to develop a plan for the improvement of the Administrative and Operative Management of Occupational Safety and Health, to strengthen the prevention of occupational risks in the company Constructosa. For this purpose, the descriptive, deductive, quantitative, bibliographic and field methodology was applied under direct observation and the instrument of the check list, whose results showed that the Administrative and Operative Management of S & SO had an association with the prevention of occupational hazards in the construction sector, highlighting the limited signage in the work areas, nonobservance in the use of PPE (respirators, goggles, harness and helmets), as well as lack of documentation inherent in OH & S system, lack of procedures manuals, safety sheets, nor internal regulations, so the policy and objectives of OHS are not documented, considering that the company has not applied any method to measure occupational hazards in the Different jobs, and training for OSH staff has not been provided. The improvement plan for the strengthening of the Administrative and Operational Management of Occupational Safety and Health was developed to minimize the exposure and action of occupational hazards and promote the prevention of sub-standard actions, including techniques such as safety inspections And accident investigation. The proposal was validated and it was feasible because it obtained 56.70% IRR and the benefit / cost coefficient is equal to 2.20.
