Las políticas públicas ecuatorianas en materia de turismo y sus efectos en el sector laboral en el período 2007-2010

Resumen
El desarrollo de pocas ciudades en el Ecuador ha provocado la migración del resto
de la población del país hacia esos puntos urbanos provocando altos índices de
pobreza y de desempleo no solo en cantones o comunas que han sido
abandonados por sus habitantes sino en los nuevos puntos donde han decidido
establecer sus residencias, población generalmente en edad de trabajar. Cantones
o comunas que casi siempre tienen atractivos turísticos o vocación turística.
Razón por la cual la intervención de las autoridades o de los gobiernos locales
debe estar encaminada, entre otras decisiones, a apoyar las actividades turísticas
a través de la generación y aplicación de políticas que favorezcan la creación de
empleo y reducción de la pobreza.
La relevancia del turismo en Ecuador, igual que en el resto del mundo, está en su
dinámica como sector creador de oportunidades. Oportunidades relacionadas con
la creación de empleos tanto en la zona urbana y zona rural. Oportunidades para
involucrar en sus actividades al sector formal como al sector informal, así como la
oportunidad de incluir en sus actividades a personas con alta, media o baja
preparación o cualificación.
En los últimos años el sector turístico ha ocupado, en promedio, el cuarto lugar
dentro de las actividades económicas del país, después de los ingresos percibidos
por la exportación de petróleo, banano y de camarón en el periodo
correspondiente al periodo 2007-2010 por lo que es importante determinar.
influye esta actividad en la economía, especialmente en la generación de empleo,
y en la vida de los ecuatorianos.
