Resumen
Conocemos que la población con discapacidad en nuestro medio no ha sido atendida
generalmente con profesionales especializados, para dignificar la vida con la interacción social, acorde con la etapa propia de cada uno que debe mejorarse a través de la inclusión en la educación
regular en el mercado laboral, tomando en consideración que el estudiante con discapacidad es un potencial escondido, se le debe dar una especialidad en la que pueda desarrollarse. El objetivo principal es crear un programa de posgrado en Educación Especial para implantarlo en la
Universidad de Guayaquil. Teniendo como marco relevante una respuesta a la demanda de la inclusión, que es política de estado actualmente. El estudio propuesto persigue atender las necesidades educativas especiales del sector estudiantil con discapacidad, que es cada vez más
numeroso, promover la especialidad de docentes en Educación Especial, a través de programas de posgrado, los mismos que tienen contenido actualizado. Su aporte es vital, contribuye a mejorar la calidad de vida a través de la inclusión educativa y en el mercado, donde hoy se obliga a dar
trabajo en cada institución a dos personas con discapacidad e igualmente ingresarán los
estudiantes con necesidades educativas especiales en la educación regular. La investigación será de modalidad cualicuantitativa, y el tipo será documental, de campo, descriptiva y de proyecto factible. Los beneficiarios son los profesionales que se encuentran relacionados con personas con discapacidad, los estudiantes con necesidades educativas especiales, la familia que demanda la
inclusión educativa y toda la sociedad.

Taking part as a response to significant demand for inclusion, which is now state policy. The proposed study aims to meet the special educational needs of the disabled student sector , which is increasingly numerous, promote specialty teachers in special education , through programs graduate thereof having updated content. Your input is vital , contributing to improve the quality of life through education and inclusion in the market, where it now requires to work in each institution two people with disabilities and also enter the students with special educational needs in mainstream education. The research will of qualitative and quantitative method , and the rate shall documentary field, descriptive and project feasible . The beneficiaries are the professionals who are related to people with disabilities , students with special educational needs, family demands inclusive education and society .
