Resumen
La vulneración de derechos esenciales garantizados en la Constitución del Ecuador, así como en los tratados y organismos internacionales a los que el Ecuador se encuentran adheridos, son constantemente soslayados por la presencia del articulado para la contratación de servicios ocasionales de funcionarios públicos; quienes constantemente han sufrido del abuso y la mala utilización de este mecanismo para contratar personal, disfrazando un sistema de uso exclusivamente temporal para convertirlo en un método permanente sin opción al beneficio de la estabilidad y los derechos que un trabajador adquiere de acuerdo a la ley; irrespetando la normativa que establece los requisitos principales para que se sometan dichas contrataciones.
The violation of essential rights guaranteed in the Constitution of Ecuador, as well as in the treaties and international organizations to which Ecuador is attached, are constantly ignored by the presence of the articles for the hiring of occasional services of public officials; who have constantly suffered from the abuse and misuse of this mechanism to hire personnel, disguising a system of temporary use only to turn it into a permanent method without option to the benefit of stability and the rights that a worker acquires according to the law; disrespecting the regulations that establish the main requirements for these hiring to be submitted.
