Resumen
El presente trabajo de investigación se aborda el tema del buen vivir como deber primordial del estado y el acceso al empleo de la población económicamente activa en el estado ecuatoriano. Se abarcará el acceso al empleo, como un derecho establecido en la Constitución de la Republica del Ecuador. El objetivo es poder analizar desde una perspectiva más específica las políticas públicas que ha implementado el Gobierno, llegando a promover el empleo y su efectividad. Aportando al entendimiento del tema, de cómo el Estado debe de focalizar con políticas de forma asertiva a la población económicamente activa, según lo interpuesto en la carta magna. Finalmente se aborda la propuesta de Reforma al Numeral nueve del artículo diez de la Ley Orgánica de Régimen Tributario Interno, con el fin que el contrato de trabajo beneficie al trabajador, en el Impuesto a la Renta correspondiente al aporte patronal a la seguridad social.
This research work addresses the issue of live in harmony as a primary duty of the state and access to employment for the economically active population in the Ecuadorian state. Access to employment will be covered as a right established in the Constitution of the Republic of Ecuador. The objective is to be able to analyze from a more specific perspective the public policies that the Government has implemented, going so far as to promote employment and it is effectiveness. Contributing to the understanding of the issue, of how the State should focus with policies in an assertive way to the economically active population, as interposed in the Constitution. Finally, the proposal to reform Numeral nine of article ten of the Organic Law of the Internal Tax Regime is addressed, so that the employment contract benefits the worker, in the Income Tax corresponding to the employer’s contribution to social security.
