The objective of this research was to characterize the collective social support actions that organizations have used or propose to use to provide support to women victims of gender-based violence during the COVID-19 pandemic in Guayaquil. The methodology used was qualitative with a descriptive scope to learn about the situation of gender-based violence in the city of Guayaquil during the most critical months of the health crisis, using the interview technique and a guide of questions that was developed with the different representatives of the organizations; A sample of 5 representatives of 3 groups dedicated to the defense of women in situations of violence was selected. The analysis and processing of the information was carried out using Atlas.ti software. Among the results it was found that there is a deficiency of the laws implemented by the government, as well as its compliance as a national government; it was evidenced that the autonomous government and private companies carried out more collective actions for the welfare of women even in times of pandemic where technology was both an ally and a limiting factor, being so that the confinement harmed activities that had been previously planned, but that were carried out under a new modality. It is concluded that there should be a more active participation of the state with respect to public policies on gender violence, creating strategic alliances with organizations that already have experience to improve services
