dc.description.abstractEn el presente trabajo de investigación se analizó el rol que representa la deuda pública en el financiamiento de Presupuesto General del Estado, durante el periodo 2013-2017, aplicando el método de investigación cualitativa - cuantitativa, a través de la información de organismos públicos que establecen las causas del endeudamiento y se cuantificó el peso de dicha deuda en el Presupuesto General del Estado y en el Producto Interno Bruto. Además se investigaron los hechos más representativos que ha incrementado la deuda pública ecuatoriana y según el sustento teórico de la hipótesis de equivalencia Ricardiana o HER, “el consumidor previsor comprende que el endeudamiento público actual, significa unos impuestos más en el futuro y que una reducción de los impuestos financiada mediante deuda pública no reduce la carga tributaria, simplemente la retarda”, Robertt Barro 1974.es_ES
dc.description.abstractIn the present research work, the role of public debt in the financing of the General State Budget during the period 2013-2017 was analyzed, applying the qualitative - quantitative research method, through the information of public organisms that establish the causes of the indebtedness and the weight of said debt was quantified in the General State Budget and in the Gross Domestic Product. In addition, the most representative facts that the Ecuadorian public debt has had were investigated and, according to the theoretical support of the Ricardian equivalence hypothesis or HER, "the proactive consumer understands that current public indebtedness means more taxes in the future and that a reduction of taxes financed by public debt does not reduce the tax burden, it simply slows it down ", Robert Barro 1974.es_ES
