Proceso de regularización de los asentamientos informales en la ciudad de Guayaquil, período 2008-2018

Resumen
La presente investigación se basa en los factores que han influido en la aparición de zonas habitadas ilegalmente por personas, con carencias de infraestructura y servicios básicos, además de analizar sus condiciones de vida. Guayaquil es la ciudad que alberga la mayor cantidad de asentamientos informales y la que genera mayor producción, por tanto se explicará el proceso histórico de la evolución de las zonas periféricas y las medidas implementadas por parte de las autoridades municipales para afrontar este problema. Mediante el análisis de la información se concluye que la mayoría del territorio de Guayaquil, se originó en asentamientos informales durante su expansión urbana, y a pesar de las medidas tomadas por los gobiernos, no lograron mitigar esta problemática. Se plantearon dos leyes para legalizar estas zonas y dotarlos de servicios públicos, en 1997 fue la primera ley que legalizaron los terrenos de estas zonas y en 2007 se proclamó otra ley para regularizar los nuevos asentamientos informales que se formaron recientemente
The present investigation is based on the factors that have influenced the appearance of areas inhabited illegally by people, lacking infrastructure and basic services, in addition to analyzing their living conditions. Guayaquil is the city that hosts the largest number of informal settlements and generates the highest production, therefore the historical process of the evolution of peripheral areas and the measures implemented by municipal authorities to address this problem will be explained. Through the analysis of the information, it is concluded that the majority of the territory of Guayaquil originated in informal settlements during its urban expansion, and despite the measures taken by the governments, they failed to mitigate this problem. Two laws were proposed to legalize these areas and provide them with public services, in 1997 it was the first law that legalized the lands of these areas and in 2007 another law was proclaimed to regularize the new informal settlements that were recently formed
