Resumen
La Comandancia General del Ejército (C.G.E.), no está exenta de la probabilidad de que en algún momento pueda ser afectada por diferentes eventos adversos. Agravados más aun, porque no se cuenta con un Plan de Emergencia y Contingencias para enfrentar las amenazas y vulnerabilidades del entorno, originándose la necesidad imperiosa de diseñar e implementar un plan, fruto de la investigación al interior de la organización con el fin de minimizar los riesgos y vulnerabilidades y hacer de la C.G.E. un lugar más seguro y preparado para enfrentar con éxito cualquier evento adverso. La alta densidad de personas en un edificio de 10 pisos y la población flotante que van a realizar diferentes tramites, hacen prioritario que se desarrolle el presente estudio, tendiente a determinar las principales amenazas que le podrían afectar, sus vulnerabilidades y sobre todo presentar una propuesta de plan de emergencias y contingencias para enfrentar adecuadamente estos eventos y sufrir en la menor escala posible sus devastadores efectos. En el presente estudio se pone a consideración un Plan de Emergencias y Contingencias, que contribuye decididamente a enfrentar las amenazas naturales o antropogénicas en el edificio del C.G.E. y ayuda a reducir sus vulnerabilidades, obteniendo con ello una mayor seguridad en la gestión de riesgo institucional a corto, mediano y largo plazo. Los tomadores de decisiones institucionales disponen de una herramienta que les permita gestionar los riesgos institucionales con efectividad y comandar al personal de la C.G.E. en el caso de presentarse un evento adverso o desastre acertadamente.
The General Command of the Army (GCA), is not exempted from the probability that in any time may be affected by various adverse events. Aggravated even more, because it does not count with and Emergency and Contingencies Plan to deal with the threats and vulnerabilities of the environment, provoking an urgent need to design and implement it, the result of the research into the organization in order to minimize the risks and vulnerabilities and make the GCA a safer place and get ready to successfully face any adverse events. The high density of people in a 10 floor building and the floating population that will perform different procedures, make a priority that the present study would be in order to identify the main threats that could affect the vulnerabilities but also to submit a proposal plan of emergencies and contingencies to deal adequately with these events and suffer in the least possible scale its devastating effects. In the present study an Emergency and Contingencies plan is presented, which contributes decisively to face the natural or anthropogenic threats in the GCA building, and help to reduce the vulnerabilities, obtaining with that a greater security in the institutional risk management in a short, medium and long term. Institutional decision makers have a tool that allows them to manage the corporate risks effectively and to command the GCA staff in the case of occurring an adverse event or disaster assertively.
