Resumen
El presente trabajo de investigación busca fundamentar una visión futura del desarrollo del cantón La Concordia, en un mediano plazo, proponiendo acciones que promuevan la implementación de infraestructura verde en el desarrollo urbano del territorio, como un sistema en el que interactúen el desarrollo urbano y la naturaleza, para el mejoramiento ambiental, paisajístico y urbano.
La propuesta de mejoramiento de infraestructura verde en el presente trabajo, desarrolla soluciones a la problemática actual que se presenta en este territorio, específicamente en la Lotización San Agustín, que por su crecimiento desordenado al ser un asentamiento informal, no previó en su conformación, espacios de esparcimiento y fue degradando los espacios verdes existentes, sumado esto a que la Municipalidad subestimó el impacto que este crecimiento informal causaría en el desarrollo del cantón.
Para la vialidad de la propuesta se revisó el Plan de Ordenamiento Territorial y al Plan de Uso y Gestión del suelo, que fue aprobado en Segunda y definitiva instancia en Sesión del Concejo el miércoles 24 de marzo de 2021, y considerando que no habrá cambios significativos al Plan faltando su publicación en el Registro Oficial, se los toma como documentos válidos para el trabajo de tesis, y que analizando in situ los componentes urbanos, socioeconómicos, infraestructura verde, uso de suelo, ejes viales, movilidad, existencia de infraestructura de servicios (alcantarillado, servicio de agua potable, aguas lluvias, entre otros), se plantea la problemática y la metodología de investigación a seguir.
Considerando que una infraestructura verde es una red que permite una conexión de las personas y la naturaleza en un contexto ya sea urbano o rural, se plantea una solución que aporta a la planificación y ordenamiento territorial de La Concordia, incorporando la Lotización San Agustín al estilo de vida urbano sostenible, y aumentando las posibilidades de incrementar los espacios verdes en el cantón, conectándolos a espacios verdes consolidados, de tal manera que se formen corredores aprovechando los esteros y orillas existentes en el sector de estudio; plasmado en un Plan Parcial de Desarrollo y Ordenamiento Territorial que permita el crecimiento de la Lotización San Agustín en concordancia y directrices del Plan de Ordenamiento Territorial de la Concordia pero que responde a sus particularidades para la mejora de la conectividad de las áreas verdes existentes y la creación de espacios verdes y de esparcimiento que favorezcan la calidad de vida de la población.
This research work seeks to base a future vision of the development of the La Concordia canton, in the medium term, proposing actions that promote the implementation of green infrastructure in the urban development of the territory, as a system in which urban development and the nature, for environmental, landscape and urban improvement. The proposal for the improvement of green infrastructure in this work develops solutions to the current problem that occurs in this territory, specifically in the San Agustín Lotization, which due to its disorderly growth as it is an informal settlement, did not foresee in its conformation, spaces of recreation and was degrading the existing green spaces, added to the fact that the Municipality underestimated the impact that this informal growth would cause on the development of the canton. For the roads of the proposal, the Land Use and Management Plan and the Land Use and Management Plan were reviewed, which was approved in the second and final instance in the Council Session on Wednesday, March 24, 2021, and considering that there will be no significant changes to the Plan, lacking its publication in the Official Registry, they are taken as valid documents for thesis work, and that analyzing in situ the urban, socioeconomic, green infrastructure, land use, road axes, mobility, existence of service infrastructure (sewerage, drinking water service, rainwater, among others), the problem and the research methodology to be followed are raised. Considering that a green infrastructure is a network that allows a connection between people and nature in an urban or rural context, a solution is proposed that contributes to the planning and territorial ordering of La Concordia, incorporating the San Agustín Lotization in the style of sustainable urban life, and increasing the possibilities of increasing green spaces in the canton, connecting them to consolidated green spaces, in such a way that corridors are formed taking advantage of the estuaries and banks existing in the study sector; embodied in a Partial Plan of Development and Territorial Ordering that allows the growth of the San Agustín Lotization in accordance with and guidelines of the Plan of Territorial Ordering of Concordia but that responds to its particularities for the improvement of the connectivity of the existing green areas and the creation of green and recreational spaces that favor the quality of life of the population.
