dc.description.abstractLa democracia en Ecuador se despliega tras una serie de reformas constitucionales en 2008. Esta investigación diagnostica las buenas prácticas y lecciones aprendidas de la participación democrática para la formulación , gestión, seguimiento y evaluación del presupuesto participativo en el GAD Municipal del Cantón Durán durante el periodo 2018-2020. La problemática es abordada desde dos unidades de análisis : gestión participativa comunitaria y la gestión institucional. Como recurso metodológico se emplearon técnicas mixtas, desde el enfoque cuantitativo se realizaron 89 encuestas ; desde lo cualitativo , un análisis bibliográfico y entrevistas a funcionarios del GAD . Entre los resultados obtenidos, se destaca la ausencia de la institucionalización del presupuesto participativo, el cual limita al sistema social y condiciona el accionar de los agentes sociales; además la complejidad de las relaciones comunitarias y la obligatoriedad de ampliar los criterios de representación en Durán permitió que el GAD gestionara desde su propia conveniencia este proceso. Ecuador´s democracy unfolds after the 2008 constitutional reforms. This research diagnoses the good practices and lessons from the democratic participation for the formulation , management , monitoring and evaluation of the participatory budget in Duran´s Township in the period 2018-2020. The problem is addressed from two analytical units : community´s participative management and institution´s management .Mixed techniques were used as methodological resource , from the quantitative approach 89 surveys were conducted at the heads of the participation spaces; qualitatively , bibliographic analysis and surveys of GAD officials were conducted as well. At last , among the maqin results obtained are : the absense of the institutionalization of the participatiry budget limits the social system and conditions the the actions of social agents ; similarly , the results where that the complexity of community relationships and the obligations to extend Duran´s representation criteria allows the GAD to manage this process from its own convenience.es_ES
