dc.description.abstractLa presente investigación es un aporte al desarrollo democrático, para el libre ejercicio del sufragio donde se sugiere establecer cambios en la norma Constitucional, sin violentar ninguno de los derechos consagrados en la misma, más aun lo que se trata es de establecer la dinámica de los parámetros indispensables para buscar la forma correcta de elegir y ser elegido, y la idoneidad de los protagonistas políticos que manejan nuestras leyes y administran el Estado Constitucional de Derechos y Garantías Jurisdiccionales, más aún el servicio público aplicado hoy en día, se procura el principio de meritocracia para la selección de los servidores públicos, lo que garantiza la EFICIENCIA Y LA EFICACIA de los mismos y el buen funcionamiento de las instituciones. Con este aspecto se debe considerar las dignidades de elección popular, tomando como base el alto grado de RESPONSABILIDAD Y REPRESENTATIVIDAD que tienen en sus manos, no sólo el perfil ÉTICO, MORAL Y PERSONAL que debe ser considerada, sino también la preparación académica que les permita ejercer la función para la que han sido elegidos como representantes del mandante. No se pretende discriminar ni anular el derecho constitucional a elegir y ser elegidos; más bien, con esta propuesta de reforma jurídica se pretende conseguir eficiencia y eficacia dentro de cada uno de los diferentes niveles de gobierno, la base sobre las cual se promovió el Estado ecuatoriano, fue la atención en democracia, mediante un sistema que representara a las dignidades de elección popular.es_ES
dc.description.abstractThis research is a contribution to democratic development, for the free exercise of suffrage, where it is suggested to establish changes in the Constitutional norm, without violating any of the rights enshrined in it, moreover, what it is about is to establish the dynamics of the indispensable parameters to find the correct way to choose and be elected, and the suitability of the political protagonists who manage our laws and administer the Constitutional State of Jurisdictional Rights and Guarantees, even more so the public service applied today, the principle of meritocracy for the selection of public servants, which guarantees the EFFICIENCY AND EFFECTIVENESS of the same and the proper functioning of the institutions. With this aspect, the dignities of popular election should be considered, based on the high degree of RESPONSIBILITY AND REPRESENTATIVITY that they have in their hands, not only the ETHICAL, MORAL AND PERSONAL profile that must be considered, but also the academic preparation that allows them exercise the function for which they have been elected as representatives of the principal. It is not intended to discriminate or nullify the constitutional right to elect and be elected; rather, this legal reform proposal is intended to achieve efficiency and effectiveness within each of the different levels of government, the basis on which the Ecuadorian State was promoted, was the attention in democracy, through a system that represented the dignities of popular election.es_ES
