Resumen
En el Código Orgánico de la Producción, Comercio e Inversiones (COPCI), se establece el Régimen Aduanero de Admisión Temporal para Perfeccionamiento Activo, a través del cual se pueden realizar importaciones de productos usados, los mismos que luego de un proceso de producción se transforman o se obtienen materias primas para la elaboración de nuevos bienes, sean estos para venta nacional o para destinarlos a la exportación. Entre estos productos se encuentran las baterías automotrices usadas, las mismas que tienen como componentes: plomo, electrolito, separadores de plástico y cajas de plástico, de los cuales se obtiene materia prima para la fabricación de productos de plástico. El objetivo general de este trabajo de titulación, es analizar la importación de baterías automotrices usadas bajo el Régimen Aduanero de Admisión Temporal para Perfeccionamiento Activo. La metodología a utilizar para desarrollar esta investigación, tendrá como soporte el COPCI, la información estadística que me proporcionará el Servicio Nacional de Aduana del Ecuador (SENAE) y los conocimientos empíricos que he adquirido de este régimen aduanero y de las materias primas que se obtienen de los componentes de las baterías automotrices usadas para transformarlas en mercancías nuevas para exportación o para el mercado nacional. Los resultados que se obtendrán son: aumentar la inversión y producción, generar empleos y diversificar las exportaciones.
In the Organic Code of the Production, Commerce and Investments (COPCI), establishes the Customs Diet of Temporary Admission for Active Improving, to turn of which there can be realized imports of used products, that after a transform process you can obtain raw materials for making new goods, for national sale or to destine to the exportation. Between these products there are the used self-propelled batteries, which have the following components: lead, electrolyte, dividers of plastic and boxes of plastic, of which obtains raw material for the manufacture of plastic products. The general target of this work of qualifications, is to analyze the import of self-propelled batteries used under the Customs Diet of Temporary Admission for Active Improving. The methodology to be used to develop this investigation, will have like support the COPCI, the statistical information that will provide to me the National Service of Customs of the Ecuador (SENAE) and the empirical knowledge that I have acquired of this customs diet and of the raw material that are obtained of the component of the self-propelled used batteries to transform them into new goods for exportation or for the national market. The results that will obtain are: to increase the investment and production, to generate work places and to diversify the exports.
