Resumen
Este proyecto detalla el Diagnóstico de los Procesos que existen en el
Escuadrón Aeronaval de Mantenimiento de Guayaquil para el mejoramiento de
la Administración por Procesos, por medio del Diseño de Indicadores de
Gestión. Se desarrolló el marco teórico en el cual se fundamentó este
diagnóstico; se mencionaron algunas definiciones de procesos, cadena de
valor, sistema de administración por procesos, sistemas integrados de gestión
e indicadores de gestión. Se estableció una revisión breve de tablero de
mando integral y la estructura organizacional de gestión por procesos de la
Armada del Ecuador. Se elaboró una diagnóstico del Escuadrón previo al
mejoramiento de la Administración por Procesos; levantamiento de procesos e
identificación de la cadena de valor; así como; el diseño de indicadores de
gestión bajo el tablero de mando integral; se mencionó también el propósito del
mismo, y se realizó la definición del mapa de procesos propuesto en conjunto
con los indicadores de gestión y la línea base definida. Se expresaron los
resultados de la aplicación del mapa de procesos y cadena de valor definida,
esta implementación se realizó levantando la caracterización de procesos
gobernantes; de gestión y de apoyo; cada uno con sus respectivos indicadores
de gestión; se definió además; el tablero de mando integral; con sus
respectivos objetivos estratégicos, indicadores, fórmulas de cálculo, la línea
base definida y sus respectivas metas a cumplir; con la respectiva
semaforización de que genera alertas de cumplimiento. Los indicadores de
gestión determinados bajo el Tablero de Mando Integral en todos los procesos
garantizan la eficacia de cumplimiento de objetivos institucionales y metas
establecidas en el horizonte del tiempo. Finalmente, se presentaron las
conclusiones y recomendaciones luego de finalizada la implementación.
This project details the diagnosis of the processes that exist in the Naval Air Maintenance Squadron Guayaquil to improve the Administration Process, through the Design Management Indicators. The theoretical framework in which this diagnosis was based was developed, some definitions of processes, value chain management system by processes, integrated management systems and management indicators were mentioned. A brief review of the balanced scorecard and management organizational structure was established by processes of the Navy of Ecuador. One diagnosis prior Squadron at improving the Administration Process, lifting processes and identification of the value chain, as well as the design of performance indicators on the balanced scorecard was developed, its purpose was also mentioned, and the definition of the process map proposed in conjunction with the management indicators and set baseline was performed. The results of the application map defined processes and value chain were expressed, this deployment was made up of rulers characterization processes, management and support, each with their respective indicators, are well defined, the board scorecard, with their respective strategic objectives, indicators, formulas, defined their respective baseline and targets to be met, with the respective traffic lights that generates compliance alerts. Certain management indicators under the balanced scorecard in all processes ensure effective compliance with institutional objectives and goals set in the time horizon. Finally, conclusions and recommendations finalized after implementation were presented.
