Resumen
El presente estudio denominado “Incidencia de las medidas tributarias y salvaguardias
en el mercado automotriz durante el periodo 2007 – 2015” se realizó con el fin de analizar de
qué manera las medidas tributarias y salvaguardias implementadas como alternativa para
equilibrar la balanza de pagos en el Ecuador inciden en las importaciones y las ventas del
sector automotriz durante los años 2007 – 2015. Para efectos de estudio, se tomaron las
teorías relacionadas con la industria automotriz, las importaciones en el Ecuador y de cómo se
han ido presentando resultados poco alentadores para el sector de automotores a medida que
han pasado los años; esto debido a la reducción de las importaciones a raíz de que el gobierno
ecuatoriano comenzó a implementar las restricciones arancelarias.
Como investigación de campo se realizó una entrevista a los gerentes de las
concesionarias tomadas cono muestra que importan y comercializas vehículos en la ciudad de
Guayaquil, para de esta manera conocer su opinión y qué acciones se han tomado en cuanto a
la problemática presentada; además se realizaron análisis de datos estadísticos de los
organismos dedicados a esta actividad comercial, para conocer cuál ha sido la tendencia del
sector durante el periodo planteado de estudio 2007-2015.
Se plantea una propuesta de acercamiento al gobierno para lograr acuerdos como la
eliminación de las salvaguardias, tomando en cuenta que no solo la industria automotriz se ve
afectada, sino que a su vez otros mercados dependientes de dicho sector también fueron
alcanzados por las medidas adoptadas por el estado ecuatoriano, además de que por medio del
estudio de datos se demuestra que las aportaciones tributarias del sector automotriz también se
han visto afectadas, ya que presentan una reducción importante en su recaudación.
This study called "Impact of tax measures and safeguards in the automotive market during the period 2007 - 2015" was conducted in order to analyze how taxation measures and safeguards implemented as an alternative to balance the balance of payments in Ecuador affecting imports and sales in the automotive sector during the years 2007 - 2015 in Ecuador.
