Resumen
La presente investigación realiza el Análisis de la participación de las MIPYMES en la Contratación Pública de Ecuador, Periodo 2013-2015, tomando como principal base de información las estadísticas que se encuentran publicadas por el Servicio Nacional de Contratación Pública (SERCOP) en su página web oficial, a través de gráficos y tablas descriptivas y el análisis de los mismos para responder a las interrogantes planteadas en la investigación y aclarar las nuevas interrogantes que surgen durante el desarrollo del proceso analítico, debido que a pesar de las regulaciones y resoluciones que realiza el Sistema Nacional de Compras Públicas las empresas no se encuentran habilitadas totalmente en el (RUP) Registro Único de Proveedores y por esta razón no pueden ser participes de los diferentes procesos y herramientas que ofrece el SERCOP.
The present investigation carries out the Analysis of the participation of the MSMEs in the Public Procurement of Ecuador, Period 2013-2015, taking as main information base the statistics that are published by the National Public Procurement Service (SERCOP) on its website official, through graphs and descriptive tables and the analysis of them to answer the questions raised in the investigation and clarify the new questions that arise during the development of the analytical process, because despite the regulations and resolutions made by the National System of Public Procurement companies are not fully qualified in the (RUP) Unique Suppliers Registry and for this reason they can not be participants of the different processes and tools offered by SERCOP.
