Resumen
La Unión de Cooperativas sin fines de lucro está tratando de mejorar sus controles, procesos, procedimientos administrativos para mejor utilización de recursos monetarios y de personal. Para financiar sus actividades, necesitan una mejor distribución de recursos administrativos y monetarios, la institución carece de políticas, procesos y procedimientos adecuados a los cambios en las leyes, reglamentos que los rigen. El objetivo de este estudio es determinar las falencias e incorporar políticas, procesos, procedimientos para su mejora. Con este fin, la pregunta de investigación es la siguiente: ¿Qué políticas, procesos, y procedimientos deben implementarse para lograr una óptima administración de recursos monetarios y de personal? En este contexto, es importante la correcta administración de los recursos para realizar gestiones encaminadas a lograr objetivos, uniendo a las diferentes cooperativas. La pregunta de investigación se realiza a través de un experimento que implica distribuir un cuestionario a los encuestados. Estos se dividen al azar en dos condiciones (socias y personal administrativo). Sobre la base de su calificación, se les pide que comenten sobre las mejoras y dificultades detectadas de la unión de cooperativas taxistas del guayas. Las respuestas recibidas muestran que el sentir es recibir un excelente servicio por parte de las socias, y por parte del personal administrativo el no saber las funciones y como deben operar en ciertas circunstancias dentro de la organización. Estos resultados indican que el servicio y la falta de procedimientos tienen un impacto en la administración de la UNIÓN DE COOPERATIVAS DE TRANSPORTES “TAXISTAS DEL GUAYAS”. Se recomienda que la unión realice reglamentos, procedimientos, que permita a cada usuario y trabajador la labor o derecho del que se debe cumplir o exigir. Se podrían realizar investigaciones adicionales para identificar otros factores a tener en cuenta a la hora de seleccionar los procedimientos, reglamentos, leyes a seguir que serán de gran utilidad para las organizaciones que integran la unión.
The Union of non-profit Cooperatives are trying to improve their controls, processes, administrative procedures for better use of monetary and personnel resources. To finance their activities, they need a better distribution of administrative and monetary resources. However, at present, there are no policies, processes and procedures appropriate to changes in the laws, regulations that govern them. So that the Union can fulfill its work of struggle for the union. The objective of this study is to determine the flaws and incorporate policies, processes, procedures for improvement. To this end, the research question is as follows: What policies, processes, and procedures should be implemented to achieve optimal management of monetary and personnel resources? In this context, it is important the correct administration of resources to carry out managements aimed at achieving objectives, uniting the different cooperatives. The research question is answered through an experiment that involves distributing a questionnaire to the respondents. These are divided at random in two conditions (namely, members and administrative staff). On the basis of their qualification, they are asked to comment on the improvements and difficulties detected in the union of Guayas taxi drivers. The responses received show that the feeling is to receive excellent service from the members, and from the administrative staff not knowing the functions and how they should operate in certain circumstances within the organization. These results indicate that the service and the lack of procedures have an impact on the administration of the UNIÓN DE COOPERATIVAS DE TRANSPORTES “TAXISTAS DEL GUAYAS”. Bearing this in mind, it is recommended that the union make regulations and procedures that allow each user and worker the work or right that must be fulfilled or demanded. Additional research could be conducted to identify other factors to be taken into account when selecting the procedures, regulations, laws to be followed that will be very useful for the organizations that make up the union.
