Resumen
La presenta investigación, tiene como finalidad explicar o identificar ideas que
permita entender los efectos de las restricciones por las aplicadas al sistema de importación
de los vehículos implementadas en el Ecuador, tomando como muestra a la ciudad de
Guayaquil en los periodos 2012 al 2016. La investigación tiene un enfoque de carácter
descriptiva y explicativa de prima que se investiga. El desarrollo de la investigación se
estructura en tres capítulos, en el primer capítulo, se explican los antecedentes teóricos, el que
se desarrolla el marco legal, las definiciones, conceptualizaciones, historia del sistema de
importación, aranceles, impuestos del Ecuador con la que se desarrolla la investigación. En el
marco metodológico se desarrolla, las técnicas de recolección de datos, métodos matemáticos
estadísticos, con orientación cuantitativos y cualitativos que permiten explicar el nivel de
importaciones en los años de análisis, así como el nivel ingresos que el Estado recibe por
impuestos en importación de los vehículos, establecer un análisis del efecto que han
generado las restricciones aplicadas a las importaciones de vehículos y las causas por las cual
se adoptaron reformas y cupos limitados a las importaciones. Al finalizar la investigación se
dan las conclusiones y recomendaciones enfocado a los objetivos planteados.
The purpose of this research is to explain or identify ideas to understand the effects of the restrictions applied to the import system of vehicles implemented in Ecuador, taking as a sample the city of Guayaquil in the periods 2012 to 2016. The research has a descriptive and explanatory approach to premium that is investigated. The development of the research is structured in three chapters, in the first chapter, explain the theoretical background, which develops the legal framework, definitions, conceptualizations, history of the import system, tariffs, taxes of Ecuador with which develops research. In the methodological framework, the techniques of data collection, statistical mathematical methods, with quantitative and qualitative orientation are developed, which allow to explain the level of imports in the years of analysis, as well as the income level that the State receives for import taxes of the vehicles, to establish an analysis of the effect of the restrictions imposed on imports of vehicles and the reasons for which reforms and quotas limited to imports were adopted. At the end of the investigation the conclusions and recommendations are given focused on the objectives set.
