Resumen
El procedimiento coactivo, sin duda la mejor herramienta del estado, para la recaudación de haberes impagos, ágil, rápida y a veces arbitraria. Su labor, conseguir rubros o dividendos para satisfacer las necesidades del servicio público y procurar el desarrollo de seguridad social. Uno de los privilegios con que cuenta la Administración Pública es el conocido como autotutela ejecutiva, significa que la Administración puede llevar a través del acto administrativo la práctica de sus decisiones y ejecutar la voluntad de sus actos. Por lo que como regla general todo acto administrativo goza de presunción de legitimo hasta que se demuestre lo contrario en sentencia judicial, por lo que una vez notificado el acto administrativo en legal y debida forma y este no siendo impugnado, dará rienda suelta al juicio coactivo este a su vez proseguirá con su ejecución adoptando medidas cautelares que aseguren la eficacia del proceso de cobro.
