Resumen
Esta investigación surge ante los problemas que se han visualizado y atentan la sanidad marítima, los cuales son efectos provocados por las diferentes operaciones que realizan los Operadores de Comercio Exterior (OCE), también por afecciones dadas por la mano humana e inclusive de catástrofes naturales; estos se determinan entre los principales factores que atentan la sanidad marítima del país. El análisis ante el problema, se determina en base a los datos obtenidos de la zona 8, provincia del Guayas, recopilados entre los OCE con mayor volumen de carga dado el primer semestre del presente año; utilizando la metodología cualitativa-cuantitativa. Los OCE en su mayoría no concientizan sobre sus operaciones, creando así una cadena logística que les perjudica, afectando la sanidad marítima, pues esta incide de manera directa al comercio exterior del país; llegando a paralizar sus operaciones nacionales como internacionales, llevando así esta cadena de manera negativa para el ingreso de divisas al Ecuador; a su vez se ve perjudicada la salud de los trabajadores que laboran en torno al ámbito comercial en detalle. En base a lo planteado se realiza una planificación estratégica con la propuesta de efectuar conferencias expuestas por expertos en temas de sanidad marítima, proponiendo un análisis situacional acorde a las actividades de los OCE y así llegar a hacer conciencia, dando soluciones efectivas para prever de los desafíos que enfrenta la sanidad marítima, a su vez de actuar a favor del comercio ecuatoriano, fuente principal de empleo para muchos en el país.
This investigation arises before the problems that have been visualized and threaten the maritime health, which are effects provoked by the different operations that the Foreign Trade Operators (FTO) carry out, also by affections given by the human hand and even of natural catastrophes; These are determined among the main factors that threaten the maritime health of the country. The analysis before the problem is determined based on the data obtained from zone 8, province of Guayas, collected among the FTO with the highest volume of cargo given the first semester of this year; using the qualitative-quantitative methodology. The FTO mostly do not raise awareness about their operations, thus creating a logistics chain that harms them, affecting maritime health, as this directly affects the country's foreign trade; coming to paralyze their national and international operations, thus leading this chain in a negative way for the entry of foreign currency into Ecuador; at the same time, the health of the workers who work around the commercial sphere is affected in detail. Based on what has been stated, strategic planning is carried out with the proposal to hold conferences presented by experts in maritime health issues, proposing a situational analysis according to the activities of the ETOs and thus becoming aware, giving effective solutions to anticipate the challenges facing maritime health, in turn acting in favor of Ecuadorian trade, the main source of employment for many in the country.
