Resumen
Trata del diseño del sistema de seguridad -salud en el trabajo, considerando el estándar OHSAS 18001, y la integración a los estándares ISO 9001 e ISO 14001 en una empresa de almacenamiento y reparación de contenedores. El perfil del proyecto plantea la necesidad de administrar los riesgos, diseñar los controles, identificar y responder a potenciales situaciones de emergencia en las operaciones, considerando los requisitos legales aplicables. En el marco teórico se describe los tres estándares sobre los cuales versa este trabajo, y la interrelación entre sí. Se analiza el estado de la SST en la organización en relación a los requisitos técnicos legales de Ecuador, para concluir con el análisis FODA. Se analizan temas como los accidentes, lesiones y posibles enfermedades ocupacionales, las sanciones de parte de los entes de regulación, el control hacia contratistas que a diario son parte de las actividades del patio de contenedores. Se realiza la identificación y evaluación de riesgos haciendo uso de la metodología Probabilidad, Gravedad y vulnerabilidad PGV y se determinan riesgos intolerables. Se priorizan los problemas y se realiza el diagnóstico de la organización frente al estándar OHSAS 18001. En el planteamiento de soluciones, se integra el estándar OHSAS 18001 a la gestión existente; se revisa, y crea procedimientos, instructivos y formatos para lograr el cumplimiento de los requisitos de un sistema de gestión integrado, considerando la evaluación financiera, siendo el resultado favorable a la inversión en este proyecto.

The profile of the project raises the need to manage risks, designing controls, identify and respond to potential emergency situations in operations, considering the applicable legal requirements. In the framework describes the three standards on which turn this work, and the interrelationship between. It analyzes the state of OSH in the organization in relation to legal technical requirements Ecuador, to conclude with the SWOT analysis. It discusses topics such as accidents, injuries and occupational diseases possible, the sanctions by regulatory authorities, the control to contractors who daily are part of the activities of the container yard. It performs the identification and risk assessment methodology using Probability, Severity and vulnerability are determined PGV and intolerable risks. Problems are prioritized and the diagnosis of the organization against the OHSAS 18001 standard. In developing solutions, integrating the OHSAS 18001 standard to existing management, is reviewed, and create procedures, instructions and forms to ensure compliance with the requirements of an integrated management system, considering the financial evaluation, with the favorable outcome investment in this project.
