Resumen
El objetivo de la presente tesis de grado es: Proporcionarle al personal Militar y Servidores Públicos, que laboran en la Dirección General del Material, un plan de emergencia y contingencia ante el riesgo de incendios, en el cual se describe la organización necesaria, considerando el recurso humano, el material tecnológico, la operatividad de la institución para dar una respuesta inmediata y apropiada, a fin de controlar y minimizar las consecuencias del mismo, preservando al ser humano, y tratar de reanudar las actividades en el menor tiempo posible. Para alcanzar estos objetivos y combatir una emergencia de incendio que pueda terminar en un desastre, fue necesario realizar un análisis de las instalaciones y su entorno, así como, determinar los recursos con los que cuenta la institución y cada Reparto Naval que funcionan en el edificio, estos análisis se obtuvieron a través de la Matriz de Meseri, mediante muestras y encuestas realizadas en situ y piso a piso, tomando en consideración las experiencias y / o zafarranchos de incendios que se los realiza sin tener un plan de emergencia que conlleve a una organización estructurada y a resolver este tipo de evento, para estar preparados y actuar sincronizadamente en el momento del evento, el contenido de este documento con toda la información recopilada y las brigadas conformadas para combatir un incendio, serán de mucha utilidad no solo para este edificio, sino que servirá de base para la conformación de otros planes en otras edificaciones institucionales.
The main objective of the project is to provide the Military and Public Employees a plan of emergency and contingency which will allow our institution to avoid the risks of fire or other hazards. This measure is necessary to the organization, considering the human resource, the high technology, the operational ability, which will provide a good service at the right time. The Project aims at providing an appropriate answer when the company needs to have the control in case of danger or at least to minimize it. In order to achieve these objectives and to be prepared to combat any emergency of fire, which can be highly dangerous, it will require an analysis of the facilities and the environment, as well as determine the resources available to the institution and every Naval Distribution Department, which are located in the building. These analyses were obtained by Matrix Meseri, with samples and surveys made in situ and floor by floor in the building, beside taking into account the experiences and Zafarranchos of fires performed without an emergency plan, allowing to know that the organization needs to have a structured plan to resolve this type of event, in order to be prepared and act synchronously at the time the event occurs. The contents of this document with all the information collected and the established brigades will be very useful for this particular building and other institutions.
