Resumen
El objetivo del presente estudio, es demostrar qué tan factible es la implementación del Esquema Gubernamental de Seguridad de la Información (EGSI), dispuesto por Decreto Ministerial, a todas las entidades públicas que dependen del Gobierno Central, en especial en la Autoridad Portuaria de Manta y como este esquema basado en una Norma ISO, apoya en la infraestructura tecnológica y de seguridad de la institución.
Para este estudio, se analizó Normas y Estándares, relacionados con la Seguridad de la Información en varias entidades portuarias, haciendo énfasis especial en la Autoridad Portuaria de Manta, para comparar resultados en relación a la protección y seguridad de la información. Adicional de la comparación de la implementación del Esquema Gubernamental de Seguridad de la Información con otras instalaciones portuarias del País, mediante mecanismos como cuestionarios para la recopilación de datos y un benchmarking, se investigó y comparó la seguridad de la información con otros puertos internacionales que han implementado la Norma ISO de seguridad de la información, del cual está basado el EGSI.
Finalmente se realizó un análisis donde se identifican los principales problemas y sus causas en relación a la implementación del EGSI en la Autoridad Portuaria de Manta, definiendo si fue factible realizar la implementación del Esquema Gubernamental, si se mejoró la infraestructura tecnológica y se plantean las recomendaciones a seguir para un mejor engranaje del Esquema en los procesos que manejan las Autoridades portuarias.
The object of this study is to show how feasible is the implementation of the Government Scheme Information Security (EGSI) arranged by Ministerial Decree, to all public institutions that depend on the central government, particularly in the Port Authority Manta and as this scheme based on ISO, technological support and security of the institution infrastructure. For this study, analyzed Norms and Standards, related to information security in various port entities, with particular emphasis on the Port Authority of Manta, to compare results regarding the protection and information security. Further comparison of the implementation of the Government Scheme Information Security with other port facilities of the country, through mechanisms such as questionnaires for data collection and benchmarking, we investigated and compared the information security with other international ports have implemented ISO information security, which is based on EGSI. Finally, an analysis where the main problems and their causes identified in relation to the implementation of EGSI in the Port Authority of Manta, defining whether it was feasible to implement the government scheme, if the technological infrastructure was improved and raised the recommendations made to follow for better gear Scheme processes that manage the Port Authorities.
