Resumen
La importación de vehículos en el Ecuador, se ha visto fuertemente afecta durante los últimos años, donde se han fijado restricción, cupos, salvaguardias, impidiendo la libre entrada de automóviles y CKD, por lo que la industria automovilística se ha visto frenada en su desarrollo, razón suficiente para que el presente trabajo de investigación se haya planteado el realizar un análisis del sector automotriz ecuatoriano al culminar las restricciones a la importación de vehículos y CKD vigentes durante el periodo 2012-2016, a fin de lograr determinar mediante el análisis FODA, las oportunidades y amenazas con la que cuenta el sector en la actualidad y así proponer mecanismos que logren mejorar las operaciones productivas y de ensamblaje del Ecuador para dinamizar el desarrollo del sector automovilístico, aportando al encadenamiento y generando más plazas laborales. El presente trabajó contó con objetivo diseccionado a realizar el análisis de los efectos de las restricciones a la importación vehicular y CKD mediante el estudio del periodo activo de las mismas para determinar las oportunidades y desafíos que la industria automotriz enfrenta; contando con una población conformada por 2 expertas de aduana, 2 directivos del departamento de importación y de talleres de Mavesa, así como una encuesta realizada a los trabajadores de dichos departamentos. Finalmente, luego de aplicado el análisis FODA se ha concluido en proponer el implementar una tabla de reducción de arancelaria de acuerdo a los componentes o piezas locales para los vehículos a fin de desarrollar la industria nacional.
The importation of vehicles in Ecuador has been strongly affected during the last years, where restrictions, quotas, safeguards, impeding the free entrance of cars and CKD have been set, reason why the automobile industry has been slowed in its development , Sufficient reason for the present research work to perform an analysis of the Ecuadorian automotive sector by culminating the restrictions on the import of vehicles and CKD in force during the period 2012-2016, in order to be able to determine through the SWOT analysis, The opportunities and threats that the sector has at present and thus propose mechanisms that can improve the productive and assembly operations of Ecuador to boost the development of the automotive sector, contributing to the chain and generating more jobs. The present work had a dissected objective to carry out the analysis of the effects of restrictions on vehicle import and CKD by studying the active period of the same to determine the opportunities and challenges that the automotive industry faces; Counting on a population made up of 2 customs experts, 2 managers of the import department and workshops of Mavesa, as well as a survey of workers in these departments. Finally, after applying the SWOT analysis, it has been concluded to propose the implementation of a reduction tariff table per the local components or parts for the vehicles to develop the national industry.
