Resumen
Las operadoras de transporte terrestre de carga pesada son las encargadas de elaborar los documentos CPIC, MCI y DTAI, requeridos para pasar mercadería por las aduanas, estos documentos son creados de forma no sistematizada en diferentes herramientas de ofimática, provocando que existan errores al tipear la información o no mantener respaldo de esta. Ante esta problemática se propone desarrollar un sistema web administrativo de documentos mediante el uso de tecnologías Open Source para gestionar trámites de las operadoras de transporte terrestre internacional de carga pesada, con la finalidad de reducir los errores al tipear información y mantener los documentos almacenados. Para el levantamiento de informacion se utilizó la metodología de investigación descriptiva con la técnica de la encuesta dirigida a las operadoras de transporte terrestre de carga pesada, la técnica de la entrevista aplicada a un operador logístico y el análisis de documentos en los formatos CPIC, MCI y DTAI de la Comunidad Andina. El sistema web consta de módulos para los conductores, vehículos, entidades importadoras o exportadoras, usuarios, documentos y reportes de datos estadísticos, uno de los módulos principales es el de documentos que contiene los módulos de CPIC, MCI y DTAI. Se evaluó el sistema mediante la técnica de validación de expertos dirigida a operadores logísticos de diferentes operadoras de transporte terrestre de carga pesada.
The operators of heavy cargo land transport are responsible for preparing the CPIC, MCI and DTAI documents required to pass goods through customs, these documents are created in a non-systematized way in different office automation tools, causing errors when typing the information or not keeping backup of this. Given this problem, we propose to develop a web-based document management system using Open-Source technologies to manage procedures of international land transport operators of heavy cargo, in order to reduce errors when typing information and keep the documents stored. For the information gathering, the descriptive research methodology was used with the survey technique directed to the operators of land transport of heavy cargo, the interview technique applied to a logistic operator and the analysis of documents in the formats CPIC, MCI and DTAI of the Andean Community. The web system consists of modules for drivers, vehicles, importing or exporting entities, users, documents and statistical data reports; one of the main modules is the documents module, which contains the CPIC, MCI and DTAI modules. The system was evaluated using the expert validation technique aimed at logistic operators of different heavy cargo land transport operators.
