Resumen
En el Ecuador, las contravenciones e infracciones de tránsito son uno de los
mayores problemas que existen dentro de la seguridad vial, sí bien es cierto que vivimos
en un estado constitucional, también debemos cumplir con las obligaciones que nos
corresponde a cada ciudadano, fundamentalmente cumplir con las leyes de la materia
antes mencionada. Por esta razón, el presente trabajo es un análisis al cumplimiento de la
normativa y su sistema de multas hacia los peatones infractores y la seguridad jurídica,
mencionadas en el Código Orgánico Integral Penal, la Ley Orgánica de Transporte
Terrestre, Tránsito y Seguridad Vial, su reglamento a la ley.
In Ecuador, traffic violations and infractions are one of the biggest problems that exist within road safety, although it is true that we live in a constitutional state, we must also comply with the obligations that correspond to each citizen, fundamentally comply with the laws of matter mentioned above. For this reason, the present work is an analysis of compliance with the regulations and its system of fines towards offending pedestrians, legal security, mentioned in the Organic Comprehensive Criminal Code, the Organic Law of land transport, traffic and road safety, its regulations to the law.
