Resumen
En la formación de clubes con intervención de los jóvenes del ciclo de
bachillerato se involucra a la comunidad educativa en búsqueda de
soluciones trascendentales y eficaces; siendo actores los adolescentes
estudiantes entre 15 y 21 años con quienes se pretende fomentar la
convivencia democrática para una real participación ciudadana con
criterio solidario en todos los espacios. Sirve como fundamento los
cuerpos legales que rigen en forma general y específica al país y a los
jóvenes como adolescentes y como estudiantes. En la participación
ciudadana corresponde a la intervención de los ciudadanos, considerando
que los procesos educativos fortalecen la institucionalidad democrática.
Destacando las principales características de la democracia, se establece
el rol que juega ésta en la educación, garantizando el desarrollo de las
capacidades de los estudiantes. Atendiendo los principios democráticos
se fomenta la construcción de reglas adecuadas que incentiven la
participación ciudadana, contraria a lo cual se presenta la no participación
ciudadana movida por factores apáticos. Los clubes como proceso de
formación ciudadana se conforman con el reclutamiento y selección de los
participantes convocados y comprometidos a asistir a las reuniones en
que se resalta su perfil. Es complicado involucrar a los jóvenes
estudiantes en procesos deliberantes, críticos y participativos sobre
asuntos de la vida democrática del país; pero es fundamental recuperar la

In the formation of clubs with intervention of the youngs of the cycle of baccalaureate the educational community interferes in search of transcendental and effective solutions; being actors the teen students between 15 and 21 years with whom one tries to foment the democratic living together for a real civil participation with solidary criterion in all the spaces. It serves like I base the legal bodies that govern in general and specific form the country and the young men as teenagers and as students. In the civil participation they correspond to the intervention of the citizens, considering that the educational processes strengthen the democratic institucionalidad. Emphasizing the principal characteristics of the democracy, there is established the role that plays this one in the education, guaranteeing the development of the capacities of the students. Attending to the democratic principles there is fomented the construction of suitable rules that stimulate the civil participation, opposite to which appears not civil participation moved by apathetic factors. The clubs like process of civil formation conform to the recruitment and selection of the participants summoned and undertaken to be present at the meetings in which their profile is highlighted. It is complicated students involved the young men in processes deliberantes, critical and participative on matters of the democratic life of the country; but they are fundamental to recover the confidence in them emphasizing their capacities that as good observant see valuable changes
