Resumen
El presente estudio sobre los efectos de la EFECTOS DE LA ELIMINACIÓN DE LAS SALVAGUARDAS EN EL SECTOR CALZADO. PERIODO 2016-2021, cuyo objetivo principal planteado es analizar la incidencia de la eliminación de las salvaguardas en el sector mencionado, desde la identificación del origen para el cual fueron creadas, los efectos que generaron como medida de restricción al consumo del calzado extranjero y su eficacia para salvaguardar la producción y consumo del calzado ecuatoriano. La metodología plantea un diseño retrospectivo, guiada por una revisión documental y un análisis cuantitativo sobre la afectación económica del sector frente a estas medidas. Los principales resultados del estudio demostraron que existían mejores oportunidades de desarrollo para el calzado local al impedir la importación de calzado, se evidenció una mejora en la materia prima o nuevos materiales que incrementaron la competitividad, lo que ocasionó una reducción de los costos de producción. Principalmente se identificó que el sector del calzado no cuenta con un mecanismo para lograr que éste se desarrolle acorde a las necesidades de sus artesanos. Se concluye con una propuesta para implementar un Clúster del calzado, que profundice en acciones sobre el desarrollo de la producción, encontrar mejores mercados y oportunidades de escalamiento en sus artesanos
The present study on the Effects of the elimination of safeguards in the footwear sector for the period 2016-2021, has the objective of analyzing the incidence of the elimination of safeguards in the footwear sector, from the identification of the origin for which were created, the effects they generated as a measure to restrict the consumption of foreign footwear and its effectiveness in safeguarding the production and consumption of Ecuadorian footwear. The methodology proposes a retrospective design, guided by a documentary review and a quantitative analysis of the economic impact of these measures on the sector. The main results of the study showed that there were better development opportunities for local footwear by preventing the importation of footwear, there was evidence of an improvement in the raw material or new materials that increased competitiveness, which caused a reduction in production costs. Mainly, it was identified that the footwear sector does not have a mechanism to ensure that the sector develops according to the needs of its artisans. It concludes with a proposal to implement a footwear cluster, which deepens actions on the development of production, finding better markets and opportunities for scaling in its artisans.
